Applicable employees must complete AI literacy training prescribed by the Division of Technology Services and the Division of Human Resource Management.[1] The state’s literacy strategy must cover general AI concepts, practical uses of approved state AI tools, and ethical, pro-human principles.[1] A comprehensive training strategy is to be established and implemented in coordination with DHRM.[1] Separately, designated agency leads responsible for evaluating and executing AI-assisted process improvements are to receive specialized AI systems analysis training.[1]

Safeguards, identity and visibility

The order requires guardrails and technical safeguards to protect state IT assets, systems and data from cyberattacks, malicious actors, and unauthorized or rogue AI agents.[1] Agencies are to receive guidance, resources and technical support to implement equivalent protections.[1] Where applicable, the state should develop and use the SEDI Framework as strategic trust infrastructure for AI.[1] The order describes its digital identity framework as a way to provide cryptographically verifiable identities, credentials and data while protecting privacy and preventing identity fraud and impersonation.[1]

Service improvements and oversight

The Department of Government Operations is to lead statewide AI-driven process improvements intended to increase efficiency, improve quality and enhance decision-making.[1] The order calls for identifying deployments that could reduce wait times, expand access and improve operations, while requiring human review for determinations affecting individual rights.[1] The commissioner must report progress to the governor by July 1, 2027, and every July 1 thereafter; the order took effect immediately and remains in force unless changed or superseded.[1]
