What the agreement covers

Anthropic says the agreement extends its partnership with the General Services Administration and gives government partners a 40% discount on Claude Enterprise, Claude for Government and the Claude API.[1] The discount also extends to state, local, tribal and territorial governments.[1] Anthropic says it applies across every product surface for the first time.[1] The company estimates the discounts will save the government $1 billion.[1] The date shown for the announcement is Oct. 27, 2026.[1]

How agencies can buy

Anthropic says agencies can purchase at the OneGov discount directly now and through GSA’s Multiple Award Schedule today.[1] Buying through cloud providers is expected to become available in the coming months.[1] The agreement has no minimum spend commitment, and agencies pay for the usage they consume, according to Anthropic.[1] That usage-based structure gives buyers flexibility, but budgeting teams may want to model likely consumption before committing. FedScoop cited Gartner’s warning that consumption-based pricing can make costs difficult to predict and that a small group of power users can drive disproportionate costs.[3]

Availability and implementation

Anthropic says Claude for Government became generally available on Sept. 30, and offers coding and agentic capabilities with near-feature parity to commercial offerings at FedRAMP High authorization.[1] Claude on Amazon Bedrock is authorized for FedRAMP High, with select models authorized for DoD IL4 and IL5 workloads in AWS GovCloud.[1] Claude on Google Cloud’s Vertex AI is authorized for FedRAMP High.[1] Claude Enterprise is in process for FedRAMP Moderate authorization through the FedRAMP 20x program.[1] Anthropic says it is also launching a dedicated agency implementation program.[1]

Adoption and the spending question

Anthropic says approximately 500 U.S. federal, state and local government organizations use Claude.[1] It reports that weekly active users of Claude for Government have increased about eightfold since February, while Claude use across federal civilian agencies has grown about 20-fold in a year.[1] These are company-reported usage measures, not a guarantee of savings or outcomes for other agencies. A separate FedScoop report noted that the agreement followed OpenAI’s move to consumption-based pricing last month as part of its OneGov deal.[3] Buyers should weigh the discount against their own usage forecasts and procurement requirements.

Government teams assessing Claude now have a discounted purchasing route that spans multiple product surfaces and levels of government. The consumption-based model makes usage forecasting and internal controls worth considering alongside the headline discount.
